Max Verstappen did not succeed in his driving license as well as he did in his early years in F1
Max Verstappen made his Formula 1 debut on March 15, 2015 in Australia, when he was not yet 18 years old. The Dutchman did not yet have his driver's license at the time and confessed in an interview with The Times that his exam did not go perfectly.

The entry conditions into F1 during Max Verstappen’s time are no longer possible today. The Dutchman joined the discipline in 2015 at Toro Rosso, when he was only 17 years old and did not yet have a driver’s license. Following this too early entry into F1 according to the FIA’s standards, the organization decided to change its regulations for entry into F1.
The super license is now granted provided that the driver successfully completes a question session on the FIA sporting code and the F1 regulations, has competed in 80% of each of the two previous seasons in a single-seater championship recognized by the FIA, and has accumulated 40 points over the past three calendar years.
